Section LL – Motorcycle & Trike Modifications
Compliance for ADR Category L-Group Vehicles
Overview
Section LL of the National Code of Practice VSB 14 outlines the minimum design, fabrication and installation requirements for motorcycles and three-wheeled vehicles that have been modified after first registration.
It does not apply to the construction of Individually Constructed Vehicles (ICVs) — these must follow Section LO.
What Does Section LL Cover?
Section LL applies to:
- Two-wheel motorcycles (ADR category LA, LB, LC, LD)
- Motor tricycles and three-wheeled vehicles (LEM1 and LEP1)
- Modifications That Don’t Require Certification
- The following are allowed without certification, provided the general requirements are met:
- Installing manufacturer’s optional components (e.g. engine, transmission, exhaust)
- Converting from two-seater to single-seater configuration
- Restoring single-seaters back to original two-seater setup
⚠️ All modifications must comply with the Australian Vehicle Standards Rules (AVSR) and original ADRs.
Design & Safety Requirements
Every modified motorcycle must:
- Maintain safe handling, braking and lighting
- Avoid creating a hazard or nuisance
- Retain sufficient ground clearance (minimum 100mm)
- Comply with clear dimensions and projection limits for components and accessories
Additional requirements include:
- Brake system integrity and visibility
- Mudguards on all wheels
- Chain or drive guards
- Handlebar height and width limits
- Properly mounted foot pegs and mirrors
- Exhaust and noise limits per ADR 39/83
- A working horn and calibrated speedometer (post-1988 models)
Seat Conversions
Converting to Single Seater:
- Upholstered seat section must be under 500mm long
- Pillion foot pegs and brackets must be removed
- No sharp edges or exposed fittings
Reverting to Two-Seater:
- Restore seat to original spec or equivalent
- Refit pillion pegs in factory positions
- Avoid welding or oxy-cutting when re-attaching parts
Certified LL Mod Codes
There are currently no certified modification codes under Section LL.
