If you've added sleeping bunks, a kitchenette, or seating to your van or bus to turn it into a campervan or motorhome, Queensland law requires that your vehicle meets the safety and compliance standards set out under VSB14 – Section LH11.

What Is LH11?

LH11 is a modification code under the National Code of Practice that covers the conversion of light vehicles (under 4.5 tonnes GVM) into self-contained recreational vehicles. The code ensures your camper conversion is:

  • Structurally sound
  • Safe for passengers
  • Compliant with ADRs (Australian Design Rules)Legal for road use and registration in QLD

Minimum Equipment Required for a Compliant Motorhome

To be considered a motorhome under LH11, your van must include:

  • ✅ A seat and table
  • Sleeping accommodation (including fold-down or convertible seating)
  • Cooking facilities (gas or electric stove)
  • Storage facilities (lockable cupboards, drawers, or bins)

All items must be securely fixed inside the vehicle. Removable tables are permitted.


Safety & Compliance Requirements

LH11 conversions must meet several safety and structural standards, including:

🛠️ Structural & Weight

  • Vehicle must be mechanically sound and structurally safe
  • GVM must support all fittings and passengers
  • Roof conversions (e.g. pop-top or high-top) must maintain strength and not raise centre of gravity excessively

🪑 Seating & Seatbelts

  • You must provide ADR-compliant designated seating positions for each sleeping berth
  • All designated seats used during travel must have compliant seatbelts
  • Swivel seats must lock in position during travel

👶 Child Restraints

  • Required if the vehicle has more than one row of seats and is subject to ADR 34

🔥 Gas, Electrical & Fire Safety

  • LP Gas fittings must comply with AS 5601
  • Electrical systems must comply with AS/NZS 3001
  • Must have a fire extinguisher (minimum 5B rating) securely mounted and clearly labelled

🚽 Plumbing & Waste

  • Toilets must discharge into a sealed tank
  • Grey and black water systems must be ventilated and separated
  • Showers and sinks must not drain into the toilet system

🪟 Glazing, Access & Ventilation

  • All windows must be compliant safety glass (ADR 8)
  • Left-hand side or rear access door is mandatory
  • Ventilation must suit gas appliances and allow air flow for all occupants
